After the 13 colonies declared independence in 1776, they needed to create a government to run their new country. The Continental Congress created the #ArticlesofConfederation in 1777. The Articles of Confederation were a reaction the British government's action leading to the American Revolution. The Articles of Confederation only had a national Congress. Each state would elect members to the Congress, but each state only got one vote, regardless of the state's population. In order to pass a law, 9 of the 13 states had to agree and to amend, or change, the Articles of Confederation, all 13 states had to agree. The Northwest Ordinance established the Northwest Territory. The law established rules for admitting new states such as guaranteeing that new states would have the same powers as the original states. The Land Ordinance of 1785 set up systems for the purchase of land and how land would be distributed. The Articles of Confederation was limited and had some major flaws. These flaws were fully exposed in 1786 by Shays' Rebellion. The state kept raising taxes and taking away farms when people could not pay their debts. Daniel Shays had also been taken to court, because he had not paid his debts while he'd been fighting in the American Revolution. The goal of #ShaysRebellion was to stop the courts from meeting, which led them to burn down some courthouses. The states sent delegates to "fix" and later replace the Articles of Confederation. One proposal was the Virginia Plan, written by James Madison. The #VirginiaPlan created 3 branches of government and the Legislative branch was bicameral. Both houses would be have proportional representation. Smaller states preferred the New Jersey Plan. The #NewJerseyPlan would have equal representation rather than proportional like in the Virginia Plan. After several weeks of debate, Roger Sherman presented the Great Compromise or the Connecticut Compromise. The #GreatCompromise kept the three branches of government and focused on Congress. The House of Representatives would have proportional representation(like the Virginia Plan suggested) and the Senate would have equal representation (like the New Jersey Plan suggested). It soon became clear that the major divide was between free and slave states. After many months debating, the Constitution was approved by the convention in September 17, 1787. The Constitution still had to be ratified by 9 of the states in order to become the law of the land. This would ignite a national debate about the Constitution and the nature of government.
