The Ministry of Information and Communication lifted this rule a few years ago (without official notice) - marking a major difference from the neighboring China, perhaps because of digitalization and more people are sticking to the Internet instead, so it's quite magic that Channel 9 still has to relay the News at 7, even if HTV has grown too much that it can be fully independent from the VTV, including the programming.
