Koch Rajbongshi Community demand ST Status in Assam : Protest in delhi

At the very outset, a heartiest greetings from All Assam Koch RajbongshiSanmilani. Through this memorandum, this is to inform you that the Koch Rajbongshi Community has been struggling for recognition as ST status since the 1960s but the inclusion of Koch Rajbongshi in the ST list of Assam still hangs like a pendulum. থাকে That Sir, in 1996 having seen, the Koch Rajbongshi community had fulfilled all the required criteria for recognition as ST the then President of India had recommended as per the (Ordinance No.9/1996) the inclusion of the Koch Rajbongshi Community in the list of ST(P), and promulgated the constitution (ST) order (Amendment) ordinance on 27th January 1996 in order to include the kochRajbongshis in the ST Category of Assam. The Status of ST was granted to the Koch Rajbonsgshi through an ordinance which was further renewed for three times However, the bill regarding the same issue was not brought up in the parliament as a result of which the kochRanbongshi community could not be recognized as ST in the long run. This way a great injustice has been done to the Koch Rajbongshi community of Assam by denying the fundamental rights under the constitution of India as the same issue under reference is still pending. In 1987 even the kochRajbongshi community of Meghalaya got recognition as ST. But it is very sad to say that their descendants residing in Assam are deprived of the Koch Rajbongshi Community demand ST Status in Assam same ST status. Therefore it is totally injustice to the Koch Rajbongshis of Assam. The Koch Rajbongshi community have always been in support with the BJP government. The different commissions formed by the government from time to time, like - "The Three men expert committee", "The Parliamentary select committee "The Parliamentary standing committee on labour and welfare", etc. had recommended for the ST status. As per the data furnished by the Tribal Research Institute of Assam in August1994,the (Register General of India) RGI had no objection to include the kochRajbongshis in the list of scheduled Tribes of Assam. That Sir, in 2002, the NDA government led by the Bharatiya Janata Partyraised an Amendmentbill, where the 142 different communities all over Indiawere included in the ST list. But the Koch Rajbongshis of Assam were again deprived of the same ST status. In 2014, on your visit to Assam in Bongaigaon on the 19th of April, you had announced in an election rally that within six months ST status will be given to Koch Rajbongshis if BJP comes to power. But it was not until 2019 that a bill was placed in parliament for the same. Following this, on January 2019 the Union home minister asked the government of Assam to prepare the modalities for granting ST status. Immediately after this Assam Minister Dr. HimantaBiswa Sharma took responsibility to recommend measures. But all this happened before the general election of 2019 .The elections are over now but the modalities on the other hand have not been prepared yet and the inclusion of kochRajbongshis in the ST list of Assam is still hanging due to which the Koch Rajbongshi community is still socially and economically backward. On the 9th of January,2018 the Koch Rajbongshis and the the five other communities of Assam have raised the bill in the Rajya Sabha for scheduling ST, but it is very unfortunate that when the Citizenship Amendment Bill (CAB) passed to CAA the bill remained pending in the Rajya Sabha. Therefore Honourable Prime Minister Sir, the Koch Rajbongshi community fulfill all the necessary criteria required to be included in the ST list. We the All Assam Koch RajbongshiSanmilanihumbly request the government to review the matter seriously and do the necessary to pass the bill in the Rajya Sabha and include Koch Rajbongshis in the list of Scheduled Tribes so that we may come in the mainstream of the public life and request to initiate steps to grant tribal status to the Koch Rajbongshis to secure our judicious rights at the earliest. We earnestly seek your kind intervention in this matter so that we receive our legitimate right.
