At a forum organised by the Institute for Democracy and Economic Affairs (IDEAS) on 5 March 2026, panelist Ahmad Fikri Ahmad Fisal, an independent researcher, highlighted gaps in Malaysia’s governance framework for board appointments in government-linked companies (GLCs) and federal statutory bodies (FSBs). He noted that one key issue is the lack of a clear definition of state-owned enterprises (SOEs), which makes it difficult to implement consistent regulations across federal and state-owned entities. Fikri said while long-term reforms such as a State-Owned Enterprise Act could address the issue, more immediate improvements can be made through greater transparency in the nomination process, clearer appointment criteria, and proper screening by agencies such as MACC and LHDN.
