Meanwhile the replacement paper bags require nearly 17 times more water to manufacture than the plastic bags they replaced. And the majority of plastic film waste — the industrial pallet wrap used to ship products to stores — remains completely untouched by the law. The result: Higher costs for families. More plastic waste than before. And grocery stores collecting millions of dollars in bag fees. California didn’t eliminate plastic. It eliminated the plastic you can see.
