Incident Report: On April 10, 2025, at approximately 3:33 PM, I, Trooper C. Brinson #5379, while on patrol, observed a white Genesis G70 (FL: Z839KH) with a tinted front windshield traveling north on United States 441 (N Orange Blossom Trail), north of Junction Road. I activated my emergency lights and siren on my fully marked Florida Highway Patrol vehicle, indicating a traffic stop. The vehicle initially pulled into the Circle K located at 2691 N Orange Blossom Trail, Zellwood, FL 32798. The vehicle then took off without stopping, heading south on United States 441, initiating a pursuit. I notified Sanford Regional Communications Center (SRCC) that I was in pursuit of a white Genesis G70. The vehicle lane split several vehicles on southbound United States 441 while approaching the intersection of Junction Road. The vehicle then turned east on Junction Road and was traveling in excess of 90 MPH in a posted 35 MPH zone. The vehicle then made a left turn onto W. Ponkan Road from Junction Road and struck four mailboxes while negotiating the turn, damaging his right rear wheel. The numbers of the struck mailboxes on W. Ponkan Road were 4850, 4861, 4868, and 4900. During the continuation of the pursuit, the vehicle ran several stop signs, drove in excess of the posted speed limit, and briefly drove in the opposite lanes of travel (southbound in the northbound lanes of U.S. 441). Due to the wanton disregard for persons or property displayed by the driver of the vehicle, I performed a successful Precision Immobilization Technique (PIT) maneuver on the vehicle to end the pursuit. After the PIT maneuver, the driver of the vehicle opened the driver side door and tossed out a brown backpack onto the southbound travel lanes of United States 441. The vehicle came to final rest in the grassy median of United States 441. I exited my patrol vehicle and drew my department-issued Glock 45 MOS as the driver was exiting his vehicle with his hands raised. I gave loud verbal commands for him to get on the ground. The driver was then placed into handcuffs. The driver of the vehicle was identified by his Florida Commercial Driver's License as Sidney Paul Hayes (DOB: 04/02/1990). Post Miranda, Hayes advised that he was fleeing because he thought he had a suspended driver's license. At this time, Orange County Sheriff’s Office Deputy B. Wampler arrived on scene to assist. As I was securing Hayes, Deputy Wampler went to retrieve the brown bag from the middle of the roadway. Deputy Wampler advised that upon approaching the bag, he observed the bag to be open with a large clear plastic bag of marijuana laying next to it. Deputy Wampler turned the bag over to me to be searched and inventoried. Upon searching the bag, I observed the contents to be several large bags of marijuana along with a scale, clear plastic sandwich baggies, and other white powdery substances. A custodial search of Hayes by Deputy Wampler prior to being placed in his patrol unit revealed approximately $2,869 in United States Dollars. The white powdery substance was tested by Deputy P. Giannolla with the Orange County Sheriff’s Office. The substance tested positive for cocaine. The marijuana was also tested, which tested positive for marijuana/cannabis. I also discovered two pills of an unknown substance, one green in color and one red in color, and a container of a yellow wax, which will be submitted to FDLE for testing pending results. Hayes was placed under arrest for F.S.S 316.1935.3a (Fleeing With Disregard for the Safety of Persons or Property), F.S.S 316.061.1 (Crash – Leaving the scene with more than $50 damage) (4 counts), F.S.S 893.13.1a2 (Marijuana – Sell), F.S.S 893.135.1b1 (Cocaine – Traffic), F.S.S 893.147.1 (Drug Equipment – Possession), and F.S.S (Alter, Destroy, Conceal, or Remove any Record, Document, or Physical Evidence). Hayes was transported and booked into the Orange County Jail.
