Powell revises US report on world terrorism

(23 Jun 2004) Washington, DC - June 22, 2004 1. US Secretary of State Colin Powell walks into State Department briefing room 2. Cutaway of press 3. SOUNDBITE (English) Colin Powell, US Secretary of State: "From 2002 to 2003, using the rules that have been in place to analyse incidents and categorise them one way or another, the number of incidents as categorised by our system, went up from 198 in 2002 to a corrected number in 2003, that will be explained to you momentarily, of 208...a slight rise in the overall number of incidents." 4. Cover of the 2003 Global Terrorism report FILE - Washington, DC - April 29, 2004 5. SOUNDBITE (English) Richard Armitage, US Deputy Secretary of State: "You will find in these pages clear evidence that we are prevailing in the fight." 6. State Department graphic (incorrectly) showing number of terrorist incidents declining in 2002 and 2003 Washington, DC - June 22, 2004 7. Wide shot of Powell at podium FILE - Washington DC - April 29, 2004 8. SOUNDBITE (English) Colin Powell, US Secretary of State: "This report is inaccurate in the sense that the numbers were off. When you hear the briefing, you will see that the numbers were off, but they were not off by wild amounts." 9. Cutaway of press 10. SOUNDBITE (English) Colin Powell, US Secretary of State: "We have only one goal with this report and that is to accurately reflect the pattern of terrorism that existed throughout the world during the period of the report. The report is not designed to make our efforts look better or worse, or terrorism look better or worse, but to provide facts to the American people." 11. Wide shot of Powell at podium STORYLINE: The U.S. State Department on Tuesday corrected inaccurate figures released in its report on worldwide terrorist incidents, saying the number actually increased rather than decreased in 2003, and that the number of people wounded rose dramatically. The department also reported a decline in the number of people killed _ to 625 from 725 during 2002. In April, the department reported 307 people had been killed last year _ a much bigger decline. Secretary of State Colin Powell said the initial report was not designed to make U.S. efforts look better or worse, but were there simply to provide the facts. But the findings have been used by senior Bush administration officials to bolster President George W. Bush's claim of success in countering terrorism. The corrected report reveals there was actually a slight increase in terror attacks last year - 208 as opposed to 198 in 2002. Initially, 190 acts of terror were reported in 2003, a slight decrease from the 198 attacks reported for 2002. On Tuesday, the State Department said there were 208 acts of terror last year, a slight increase from 2002. Thirty-five U.S. citizens died in international terror attacks last year. The deadliest incident was a suicide bombing in Riyadh, Saudi Arabia, in May in which nine Americans were killed. The report did not include U.S. troops killed or wounded in Iraq in its report because they were directed at combatants. Attacks against civilians and unarmed military personnel were included. A total of 3,646 people were wounded worldwide in terror attacks last year, the report said. This represented a sharp increase from the 2,013 wounded in 2002. In April, the department had said that 1,593 people were wounded in 2003, a sharp decline from the previous year.
