DDDN | Merging communes and wards: Minimum population size and area according to the new draft law The Ministry of Home Affairs is collecting comments on the draft Law on Local Government Organization (amended), which is expected to be submitted to the National Assembly at the upcoming 9th session. The draft aims to institutionalize the Party's policies and resolutions, concretize the 2013 Constitution, and transform the local government organization model from 3 levels (province, district, commune) to 2 levels (province and grassroots). The goal is to organize a streamlined, efficient and unified apparatus from the Central to the grassroots. The draft law includes 7 chapters, 49 articles, reducing 1 article compared to before, focusing on amending 3 groups of issues, including the organization of administrative units and the 2-level local government model. The provincial level will remain as is, but some administrative units will be merged to expand development space. Grassroots administrative units will include communes, wards and island special zones, with an area and population larger than the current commune-level standards.
