This video is the second part of a series of videos on the Model Tender Documents of the Department of Expenditure and deals with the process of customising the generic DOE MTDs for your organisation. DoE’s Model Tender Documents are Generic, and variables are written as generic placeholders – occurring at many places through the MTD and its headers. To convert DoE’s MTD as your organisation’s MTD – onetime replace generic placeholders with values specific to your organisation that can be used for all your procurements. This replacement is not to be done individually for each occurrence of the placeholders, but only at one place through a “Word” software procedure - all occurrences would get changed automatically. This procedure is explained in the Guidance Note for each MTD. Guidance Note is given in the pdf version of the DoE’s website. ‘Word’ Document has a feature called ‘Fields’ properties. One category of Fields is Document Properties (DocProperty). Some of DocProperties are assigned by ‘Word’ for the designated use – Author etc. There are Custom DocProperty designed in these MTDs to hold variables as placeholders, which may be customised. There are seven such variables to be customised for the Organisation’s MTD. “the Authority” in whose name the contract is to be entered; “the Procuring Organisation”; “the Head of Procuring Organisation”; “the Procuring Entity”; “the Head of Procurement”; “the Portal”; “the Inviting Authority”. This exercise is being shown for the Goods MTD and is the same for Non-consultancy MTD. Download the word file of Goods MTD from DoE’s website and create a copy of this and rename it, e.g. “Our Goods MTD”. Open this file and follow the procedure shown in the video. Now you have an MTD specific to your organisation’s needs. Recall the earlier video on MTDs, where it was clarified that it is for a specific type of Procurement. It would need to be customised if your Procurement is of a different kind. Procuring Entity must fill in data for each Procurement (8% of MTD). This we would cover in the following videos separately for Goods and Non-consultancy services. Please be on the lookout for these new videos.
