He says that the high tide has come over the cape and the rising sun is visible coming out from behind the mountains. Which means that the time has come to part. In the line from the poem "and straight was the path of gold for him", him is the speaker and he is talking about his journey he did a day before to meet his beloved. Now, the time has come to say goodbye to her and to get busy where the duty calls. According to the poet, when we are happy about something, time passes too quickly. Same happened with poet, he was so eager to meet the lady but now the time is over. And he has to go to his work. In other words, joys of life are always fleeting and nothing is constant.
