Cabuyao, Laguna From PAMANTIK-KMU: PNP Cabuyao fired 2 shots as striking workers were being violently dispersed by Tanduay security guards and hired goons in a protest rally in front of Asia Brewery in Cabuyao, Laguna. The protest coincides the 10th year death anniversary of labor leader Diosdado 'Ka Fort' Fortuna. One police officer threatened the workers with his armalite. The striking workers were demanding the company to implement the DOLE order directing management to regularize the contractual workers. On June 22, the DoLE Region IV-A office issued an order directing Tanduay to regularize the striking contractual workers. Instead of implementing it, the company filed an Appeal to Dismiss at the Office of the Secretary (OS), DoLE national office. The two cooperatives, Global Pro and HD Manpower, which supply labor to the company, filed a Motion for Reconsideration in separate documents. On August 25, the OS issued a decision affirming the DoLE regional office’s order. In an 11-page document, the OS re-examined the arguments of the workers, company and cooperatives, and concluded that the Global Pro and HD Manpower are labor-only contracting agencies, which is illegal under the Department Order No. 18-A Series of 2011.
