We did Breakfast with the Grinch, which is an extra cost character style meal. However, the Whos are random so you may see 1 or up to 5. I feel like each year, Universal cuts back on something with this breakfast. The food isn't the best quality, but we still had a great time chatting with the Whos from Whoville.
