A top Cleveland city official visited the Park 85 apartments on Thursday after tenants told 3News they've been living in unsafe conditions that have included a rat infestation and a lack of heat and hot water. The visit came less than 24 hours after 3News aired a report highlighting complaints from residents who say management failed to address ongoing problems inside the HUD-subsidized apartment complex. "They're not doing [anything]; they barely want to come out," one resident said Thursday. "When the lights went off, they offered us a night in a hotel or $100. We ain't take neither one, because y'all are aware of your problems." Cleveland Law Director Mark Griffin arrived at the property Thursday afternoon to inspect the building and speak directly with tenants. Video from the scene showed workers hauling trash from the property as city officials went door-to-door checking reported violations. "They shouldn't have to wait for you to come here or for the city to come here," Griffin said of the property owners. "They should be responsible." Residents say they've been living with rats, bedbugs, and without heat or hot water for months. Some told 3News they repeatedly called management for help, but received no response. One tenant, who showed up at WKYC Studios on Wednesday seeking help, described the conditions inside her apartment. "I'm freezing," she said, with tears in her eyes and her nose running. "I'm sick. ... I've got heaters in here. I have to be in one room because it's so cold. Even in the bathroom I've got a heater. "I've got $12. I can't stay at the hotel ... because I'm out of money." Less than 14 hours after that interview aired, 3News cameras captured Griffin inspecting apartments alongside residents. Some tenants invited him inside to show him the conditions firsthand, including holes behind stoves and in bathrooms where rats are believed to be entering. "They're getting in our food," one woman told the law director. "They do what they want to do. They act like they live here." A spokesperson for the city said inspectors have identified more than two dozen violations at the property, and that the landlord has 30 days to correct the issues or face legal action. Residents also told 3News they woke up Thursday morning to notices posted on their doors from property management announcing upcoming repairs, inspections, and extermination services. Property managers on site said they have been trying to address the problems. "We've been diligently trying to turn it around and clear everything," one representative told officials. But Griffin said that will not excuse the conditions residents described. "Good landlords can fix these problems," Griffin said. "Is it easy? No." Griffin added that if the out-of-state landlords fail to comply, they could face fines or even criminal charges.
