This is a Tool-Assisted Speedrun [TAS], a preconfigured series of inputs and random events that can be replayed to achieve the "perfect" run. This is not an AI, the decisions in the run were decided by a human. This speed is not something that could ever be obtainable by a human and is not intended to be counted as a legitimate score, it is simply here to demonstrate what a "perfect run" would look like, for science and entertainment. There is a bit of setup required in actually pulling something like this off in-game, which means the in-game timer doesn't start exactly at 0 seconds.
