On September 5, 2018, I gave an address at the 2018 edition of Ghana Economic Forum (GEF). The Ghana Economic Forum (GEF) serves as a platform to bring captains of industry to discuss, debate key issues affecting the Ghanaian economy, and to put forward solutions to help overcome our challenges. I used the occasion to touch on the grand, out of the box plans by government to provide the kind of infrastructure needed for Ghana’s rapid economic development. Key in the infrastructure drive is the $2 billion Sinohydro Corporation infrastructure for bauxite barter arrangement. In this financing model government seeks to leverage a small fraction of our rich bauxite deposits for infrastructure development. Sinohydro corporation is an infrastructure provider and not a mining company in this instance. It means the mining and refining of the bauxite is something that the government of Ghana has to do without any involvement of Sinohydro. Ghana, through the Integrated Aluminium Development Corporation, which is a government holding company backed by an Act of Parliament, will choose its own partners to mine, refine and act as off-takers and pay the cost of the infrastructure from her share of the refined bauxite after the setting up of an integrated aluminium industry.
