Built by Spanish prisoners of war in the late 19th century, they were originally intended to be part of the La Union-Baguio railway, but that was never built - so in 2018 they completed this road instead! It's a hot trip across three lowland provinces, but I made it to Minalin in Pampanga by evening - after a late lunch in Angeles!
