If you have negative reputation with Caesar's Legion when you first meet him, he will express hate towards you and explain why he and his Legion hates you so much. Reasons for hate are as follows: Killing Vulpes Inculta (not mentioned, bug) Killing Dead Sea in Nelson Exposing the Legion Spy in McCarran Putting Cachino in charge of the Omertas Working for Van Graffs and ambushing the Legion during the deal Working for the Kings and ending the conflict with NCR in Freeside (not mentioned, bug) Convincing the Great Khans to break the alliance with the Legion If Vulpes is dead, he is supposed to say: "Vulpes Inculta, the best of my frumentarii, is dead." If conflict with NCR in Freeside has come to an end, he is supposed to say: "The Kings of Freeside are cooperating with the NCR now, which frees up soldiers to defend the dam." There is no limit for the reasons he states in the dialogue, however he never mentions the two above for some reason. I have tried this in both unpatched version of the game and the Ultimate Edition. Not even the unofficial patches seem to fix this for now.
