(5 Jan 1995) Spanish/Nat Juvenile crime has doubled in El Salvador since the end of the country's bloody civil war. The dramatic increase in L.A.-style gang violence comes as the police force is beset by its own problems. Gangs of youths on the streets of San Salvador are becoming an increasingly common sight. The youths are blamed for a wave of violent crime in the Salvadoran capital. The police carry out sporadic crackdowns but seem powerless to prevent much of their criminal activity. As part of the peace accord between the government and the rebels, the Salvadoran police is to be restructured. The new National Civilian Police is made up of seven thousand officers, including ex members of the armed forces, guerrillas from the rebel Farabundo Marti National Liberation Front (FMLN), and members of the feared security forces active during the war. Despite the problems involved in integrating the new force, police spokesmen remain adamant they are winning the war on crime. SOUNDBITE: "There is security on the roads. We can see the levels of highway robbery have dropped. I can't say that there is none..." SUPER CAPTION: Rodrigo Avila, Head of National Police But government figures paint a different picture: juvenile crime has doubled since the end of the war.
