In this video, Michael Pokorny, CEO of the Maryland Community Investment Corporation (MCIC), shares how Maryland is expanding access to capital for equitable community development. Established in 2024, MCIC is Maryland’s first state-sponsored community development entity supporting the use of New Markets Tax Credits across the state. Through listening sessions held across Maryland, MCIC heard a consistent message: strong community-led projects are stalling—not due to lack of ideas, but due to gaps in financial networks, readiness, and access to mission-driven capital. As a site selected as part of PFI's #RuralAndSmallCitiesProgram cohort, MCIC is building shared networks, strengthening local capacity, and helping community-led projects become investor-ready. Together, PFI and MCIC are building shared networks, strengthening local capacity, and ensuring capital flows to rural and historically overlooked communities. This work is about more than financing—it’s about building equitable, resilient, and opportunity-rich communities across Maryland.
