Following public feedback from our County Lines PR Events in Liverpool City Centre, Morecambe, Wrexham and Carlisle, we have created a "County Lines" film which depicts the "County Lines" drug dealing model. "County Lines" is an increasing method used by drug dealers to deal heroin and crack cocaine but it is so much more than drug dealing. It is when organised crime group members, often from metropolitan cities such as Manchester or Liverpool, exploit vulnerable youths and adults, often from rural and seaside towns, to deal drugs on their behalf, or to obtain free accommodation from vulnerable adults. Typically a “deal line” mobile number is shared in the rural or seaside towns on which callers can purchase drugs. This is #countylines Organised crime group members target youths from the metropolitan areas or from the rural or seaside towns to transport and deal drugs. What at first may seem like a tempting offer of (criminal) employment from the organised crime group members is the first step in the grooming process which will often lead to staged robberies upon the youths, who are then indebted to organised crime group members and are made to pay off their debts by continuing to deal for no money, impelled by threats, intimidation and violence. Vulnerable adults from rural or seaside towns, often with addiction issues, take up offers of drugs or money to allow organised crime group members or exploited youths to stay at their houses/flats, but this soon evolves into “cuckooing”, where their residences are taken over, drugs are openly dealt from their addresses and adults are at risk from prosecution and eviction. This is a complex crime type and if you see it happening it may not be obvious that what you are seeing is “County Lines”, so please consider any suspicious activity in your area and report it. Sometimes what presents as a missing from home or absent from school in Manchester or Liverpool may present as an undernourished, unkempt teenager out of his or her area in a rural or seaside town. These youths may appear nervous, scared, evasive or secretive. They may have more than one mobile phone. They may have unexplained new possessions or unexplained amounts of cash. They may be suffering injuries they cannot explain. In rural or seaside towns, vulnerable adults, sometimes with addiction issues, learning difficulties or mental health problems may have an increase in regular visitors to their houses or flats, people regularly staying over at their addresses, and antisocial behaviour being more prevalent outside their addresses.
