IRAQ: DEPUTY FOREIGN MINISTER RIYADH AL-QAYSI PRESS CONFERENCE

(13 Feb 1998) English/Nat Iraq's Deputy Foreign Minister on Friday accused the U-S and Britain of planning to wage a war on the basis of lies and deception. At a news conference in Baghdad, Riyadh al-Qaysi said that the two countries were planning air strikes against Iraq for their own strategic reasons, in defiance of other member states of the U-N Security Council. Al-Qaysi was responding to earlier comments by U-S National Security Advisor Sandy Berger that Baghdad was in material breach of U-N Security Council resolutions. Riyadh al-Qaysi responded in strong terms to the U-S National Security advisor, who earlier on Friday made a televised speech, as part of a public relations campaign to prepare the U-S public for impending military strikes on Iraq. Al-Qaysi rejected the claims and said there was no need for air strikes. SOUNDBITE: (English) "Realistically speaking, the world should judge the case on its own merits, and, as I said, if the world will accept conducting a war on the basis of lies without prior verification of the facts, the whole world will be in trouble." SUPER CAPTION: Riyadh Al-Qaysi, Iraqi Deputy Foreign Minister He went on to accuse the U-S and Britain of planning a war against Iraq for their own aggressive purposes. SOUNDBITE: (English) "The realistic approach to this is that there are countries who are working for peace, and there are two countries who are not for peace. Not because of the resolutions of the Security Council, but because of their own policy objectives against my government and against my country." SUPER CAPTION: Riyadh Al-Qaysi, Iraqi Deputy Foreign Minister The Minister also took issue with Berger for his accusations of a "material breach" of U-N Security Council resolutions. SOUNDBITE: (English) "I challenge him and his administration to produce one Security Council resolution mentioning those two words. The United States is not authorised to use force before going to the Council." SUPER CAPTION: Riyadh Al-Qaysi, Iraqi Deputy Foreign Minister The real route to peace, al-Qaysi concluded, was by formulating a negotiated agreement between Iraq and the U-N, which he believed could still be reached. SOUNDBITE: (English) "It is a formula developed through dialogue with Iraq. There is a difference, we have to be precise. That formula is under intensive consultation between the Secretary General and the five permanent members. And let us be hopeful." The U-S and Britain increased their military presence in the Gulf still further on Friday, with still no sign of an offer from Iraq of access to arms sites which they will find acceptable.
