General Session: Pell Eligibility for Workforce Programs In this session, we will provide a synopsis of new Federal Pell Grant updates for the 2026–27 award year including changes to the needs analysis, Pell Grant calculations, and potential cost of attendance impacts on Pell Grant awards. In addition, we will review the main components of new Pell Grant eligible workforce programs established under OBBBA along with updates from the negotiated rulemaking session. He has served as an Institutional Review Specialist, Institutional Improvement Specialist, Branch Chief for Contract Compliance, Federal Training Officer, and is currently a Program Specialist with the Policy Implementation Division. David’s entire government career has been in the Atlanta regional office where he works with over 5,000 postsecondary schools across the country. While in FSA, David has helped redesign the FSA Assessment Modules, developed the popular “Ask-a-FED” booth at the annual FSA Training Conference, and developed the Department’s compliance review process for ED’s private collection agencies. David currently works on the FSA Handbook Team, the National Verification Team, the regulatory development team for both Workforce Programs and Accountability and assists FSA efforts on various student eligibility issues including SAP and R2T4.
