Can you beat Skyrim with only the Elemental Bolt?

Once again I found myself asking a question I thought the YouTube search could help me answer only to find nothing. So today I get to play as my favorite type of character in Skyrim, a Mage. The rules. 1. I can only attack with Elemental Bolt. Restoration is allowed along with potions for healing and Magika. 2. No robes stacking with the Whiterun dungeon exploit. If I want better robes I have to trade out the old for the new. 3. No followers. 4. Shouts are allowed but only to progress the main quest. 5. I have to play Legendary difficulty for the entire challenge run. Now that we have the restrictions laid out I can say I'm looking forward to this run because it will be my preferred play style. What I won't be happy about is that other Mage NPC's in the game hit like a dump truck especially when casting any kind of shock spells. Either way here we go.
