So far they have been given room to manouevre, thanks to the pressure of the United States in the Security Council and in the General Assembly, but there might be a limit, and maybe this wall will identify this limit." 18. Various exteriors of International Court of Justice with barriers outside court house STORYLINE: The International Court of Justice in The Hague will begin public hearings on the politically charged question of the legality of Israel''''s security barrier in the Palestinian territories on Monday. Outside the palace gates, demonstrators from Israel, Britain and Canada are expected to square off against pro-Palestinian demonstrators from the Netherlands'''' sizable Muslim immigrant community and their Dutch sympathisers. To avoid confrontation, city officials have allotted separate times for the protests outside the court. Victims from both sides are travelling to the Netherlands to speak at seminars about their suffering during the conflict. The Palestinians say the barrier, weaving around villages and across farmland, is an Israeli attempt to steal land and will disrupt the lives of hundreds of thousands of Palestinians cut off from jobs, fields and hospitals. In December, the UN General Assembly turned to the world court, the UN''''s highest judicial authority, for a nonbinding advisory opinion on the legal consequences of the barrier. Such opinions differ from the court''''s routine cases, in which it has the power to impose its rulings upon conflicting states. It never deals with individuals. Of the 22 advisory opinions the court has given since 1947, only one - the 1996 ruling on the legality of nuclear weapons - has come close to this case for sheer drama and global importance. All the speakers are expected to support the Palestinian position, urging the court to rule that the construction of the barrier on occupied territory violates international law.
