Can't Use Permanently Unlocked FTL Combat Rig

After reaching first prestige, I permanently unlocked the Phase Shift + Power Slide of the FTL Combat Rig and the MacTav-45 Classic Weapon; however, when I equip the unlocked Combat Rig, I am unable to use it in game. The Combat Rig, in the bottom right hand corner, is "empty" and the payload meter does not fill. Also in this video, you will notice that I experience frame drops (which I believe is to be a known issue). In addition, at the end of the game, the OSA and MacTav-45 guns pop up in the summary as if I had just reached a level to unlock them. These guns are already unlocked and should not pop up at the end of every game. Hope this helps address the issue!
