On March 2, 1917, President Woodrow Wilson signed the Jones-Shafroth Act, a law that forever changed the relationship between the United States and Puerto Rico. With a stroke of a pen, Puerto Ricans were granted U.S. citizenship—just weeks before the U.S. entered World War I. While this gave Puerto Ricans new rights and a structured government similar to the U.S. model, it also came with significant limitations that are still debated today. They could be drafted into the military (and 20,000 served in WWI), but they couldn't vote for the President who sent them to war.
