The Question of debate was Digital India. The Digital India Plan is an initiative by the Government of India to ensure that Government services are made available to citizens electronically by improving online infrastructure and by increasing Internet connectivity. It was launched by Prime Minister Narendra Modi. The initiative includes plans to connect rural areas with high-speed internet networks. Karnika Seth, Cyber Law Expert was invited to give her opinion on the Digital India Initiative. According to Karnika Seth, the initiative is a welcoming initiative. Karnika Seth expressed her concern over implementation of the schemes launched under Digital India like Internet connectivity in rural areas. She added that there is lack of infrastructure in rural areas, no electricity, not many people in rural areas can afford mobile phones and internet, people are not aware of the use of OTP, cannot differentiate between genuine and fake websites. She said before the introduction and implementation of the plans, the people should be made aware and knowledge imparted by training them. Imparting Knowledge of cyber law, internet, cyber crime offences is imperative. Karnika Seth suggested that NGOs and international organizations can impart training to the people living in rural areas and not just rural areas, but many people living in urban areas are also unaware of the cyber law or the use of Internet. She further added that Digital India Programme should be taken as a whole and cyber law must be enforced holistically as a number of provisions under the Information Technology Act, 2000 and the Protection of Children from Sexual Offences Act, 2012 have not been implemented properly. Guidelines for ISP must also be there as to what extent and for how long data can be stored.
