This deck is custom built by one of Legacy's best deck designers to attack the Tamiyo/Reanimator metagame. High basic land count, excellent removal, powerful planeswalkers, massive card advantage from Quantum Riddler, and scam potential with Phelia to have a fast Riddler early in the game. You need good answers in this format and you need to be powerful and proactive. It's hard for UW control to be proactive in a useful context with the speed and strength of the legacy metagame, but this deck walks the line.
