Testifying under oath for the first time about the Washington Bridge debacle, Rhode Island Transportation Director Peter Alviti was defensive placing all of the blame for the bridge's failure on contractors and not the state. In a five hour oversight hearing Thursday, only the third since the bridge was abruptly shut down nearly two years ago, former US Attorney Zachary Cunha peppered Alviti with questions.
