Jeff Collmann: Anticipating Ethical Controversies in Big Data

“Big Data” means many things to many people. We invited Dr. Jeff Collman, an expert in ethical production and use of “big data” and organizational use of data, to talk at Purdue University on November 17 2014 about the main challenges raised by collecting large amount of data about individual and social behaviors. Dr. Collman’s talkl explores themes about ethical reasoning in Big Data that have emerged in an interdisciplinary, collaborative project between scholars at Purdue University, Georgetown University, Stevens Institute of Technology and the Association of American Geographers. What does the term “Big Data” mean? How does “Big Data” differ from “Small Data” with respect to its production, use and interpretation, particularly in scientific research? How do the ethical implications of issues such as privacy vary across the range of communities working with Big Data? What are the implications of key ethical principles such as the principles of beneficence, trust or social justice for Big Data and do they also vary across the range of communities? The talk considers several case examples as points of reflection with respect to all these issues. The talk begins with the premise that none of these questions have ready answers in the Big Data domain and argues that we should start discussing them now before major new ethical controversies emerge with the application of Big Data methods in scientific research. His research focuses on understanding the effect of bureaucracy and other complex forms of organization on everyday life. The results of his research on social change among Australian Aborigines have been published in numerous articles and as a book, Fringedwellers and Welfare: the Aboriginal response to bureaucracy. He developed a national reputation in the area of assuring organizational compliance with health information security regulations and has received the National Intelligence Medallion for his work on a novel global biosurveillance program. His current works focuses on developing multidisciplinary, multi-organizational projects employing advanced computer platforms and large data archives, including the topic, ethics of big data.
