Relevant agencies are recording unprecedented growth in anti-corruption cases in Russia's regions. In 2025 alone, at least 15 current and former deputy heads of Russian regions were subject to criminal prosecution—comparable to the combined total for the previous five years, according to the Federation Towers Telegram channel. Over the past ten years, law enforcement agencies have investigated 50 deputy governors from 23 regions, covering almost a quarter of the country's administrative map with criminal cases. However, since the beginning of last year, the number of corruption cases has increased at an unprecedented rate. In 2025, news of the arrest of high-ranking regional officials came almost weekly. For the first time, Moscow took on regional elites that had gotten out of control on such a grand scale. In total, federal law enforcement agencies detained over 100 high-ranking officials last year. Meanwhile, the Prosecutor General's Office reported 36,000 recorded corruption offenses and 24.5 billion rubles in confiscated assets transferred to the state, which also set a record. "The federal center has acknowledged that regional elites have spiraled so far out of control that therapeutic methods are no longer effective. They've had to resort to surgery without anesthesia," reports the analytical Telegram channel "Federation Towers." The FSB, the Investigative Committee, headed by Alexander Bastrykin, and the new Prosecutor General, Alexander Gutsan, have been working as a unified mechanism to restore order in the regions since the beginning of last year. In 2025, Moscow sent a clear signal to local elites that it could "zero out" any governor or mayor. As expected, the main charge remains bribery. Status no longer protects against harsh punishment: the average sentence for bribery cases at this level has stabilized at 7 years and 10 months, and the maximum has reached 12 years for a defendant from the Vladimir region who was charged twice in a decade. Moreover, while the total amount of bribes in cases brought to court over the past ten years amounted to 119 million rubles, new cases involve much larger sums: in the Rostov Region, damages from the actions of the vice-governor are estimated at 1.9 billion rubles, while in the Belgorod Region, the theft of 1 billion rubles in defense funds is being investigated. The Krasnodar Region remains the clear worst-offender over the past ten years, with seven of Governor Veniamin Kondratyev's deputies under investigation. The federal center has finally revised the unspoken consensus with local elites, where loyalty was exchanged for the right to extract uncontrolled rent, writes the Federation Towers. The "window of opportunity" for shadow profiteering is closing. However, a complete victory over corruption is still a long way off.
