And we believe that the approach based on the preliminary review was not appropriate. It was not in line with department's policies and procedures. It was not in line with the department's training. Officers striking man outside nightclub in New Orleans STORYLINE: A 64-year-old man was left bloodied and beaten after being detained by several law enforcement officers in New Orleans which was caught on camera by an Associated Press Television News crew. Police say the man resisted the arrest and have charged him with public intoxication, resisting arrest, battery on a police officer and public intimidation. One member of the AP crew was physically harassed by a New Orleans police officer. The video sequence will raise fresh questions over law enforcement in a city already tense from six weeks of dealing with lawlessness in the aftermath of hurricane Katrina. One stunned witness tells the Associated Press crew off camera what he saw: "Hey, man, you got that on film, right? He surrendered to them and then they hit him in the back of the head and that's when he turned around and started fighting 'em."
