First you need Popular rank and then some in-game credits to buy yourself the RX-7 but make sure you get the drift spec version. So you cannot drift with normal cars, but you can drift with Drift Spec cars. Also lower the wheel rotation to 540 or 360 degrees. Higher wheel rotation does not work well in this game, especially when cornering in races.
