2023 Zonal Values in Cagayan de Oro

Zonal valuation or zonal value is the value of real properties for taxation purposes used by the Bureau ofInternal Revenue. As a real estate investor, you need to be aware what the zonal valuations are because this is one basis for transfer tax. When you buy a property and have it transferred to your name, there are transfer taxes that need to paid. The tax is based on the zonal value, market value or selling price on the deed of sale – whichever is higher. Another thing to consider is, is the property mortgaged? Because BIR will add the mortgage amount on top of the tax base. This just happened last July 2023 wherein a BIR examiner told us that the mortgage will also be added on to the tax base. So maybe it a new policy of BIR so they can increase their revenue. Zonal valuations are usually changed every 5 years and the increase is about 30-50% of the current values. Last July 20, 2023 BIR has released its new zonal valuations for 2023.
