That should be your bare minimum level when you want to use him. 2. When you try Kozuchimaru against St. Doberman, you will notice that he looks get juggled around. In reality, his attack already hits St. Doberman just a few frames before he got juggled. So, Kozuchimaru is still a viable counter for St. Doberman. 3. While most of the enemy can 1HKB Kozuchimaru regardless his level, there is one special exception: Slephnir. Even on UL magnification, its DMG per hit is still low, below 6000. So boosting him increasing your success chance to rushdown Slephnir.
