Speaker: Dr Alex Wodak AM, President, Australian Drug Law Reform Foundation Sunday 5 December 2010 Synopsis: The contemporary era of global drug prohibition began almost a half century ago with the 1961 Single convention. Other UN treaties in 1971 and 1988 led to the creation of a network of UN agencies. Almost all countries endorsed these treaties. The June 1971 declaration of a War on Drugs by President Nixon then politicised drug policy. It is now clear that global drug prohibition has been a comprehensive and expensive failure. There has been over the last half century increasing: production of drugs; consumption of drugs; numbers of countries reporting serious drug problems; government expenditure; adverse consequences of drugs; prisoners serving sentences for drug related offences; official corruption; national security problems and numbers of narco-states. This failure is now increasingly acknowledged. It is also increasingly evident that global drug prohibition could never have succeeded. Discussion about post War on Drugs policy options has begun. The first step will be breaking the 'one size fits all' approach to international drug policy. Some countries have already started to break away from global drug prohibition. The threshold change is to move from a primarily criminal justice approach to an approach primarily based on health and social interventions with some support from drug law enforcement. Bio: Dr Alex Wodak is a physician and since 1982 has been the Director of the Alcohol and Drug Service at St. Vincent's Hospital, Darlinghurst, NSW. Major interests include prevention of alcohol and drug-related problems, harm reduction, treatment of drug users in prison and drug policy reform. Dr. Wodak is the President of the Australian Drug Law Reform Foundation and was President of the International Harm Reduction Association from 1996 to 2004. Dr. Wodak and colleagues established the first needle syringe programme and the first medically supervised injecting centre in Australia (when both were pre-legal). He is a member of a number of state and national committees and has often worked in developing countries to assist efforts to control HIV infection among injecting drug users.
