The recently announced changes to the Agnipath scheme were already planned and were not forced on us due to the recent incidents of violence and arson, said Anil PuriI, Additional Secretary, Department of Military affairs. Adding to this, Anil Puri also said that the Agnipath scheme was planned in 1989 and the steps required to implement it also began around the same time.
