It opposed uncontrolled power of dynastic rulers. They argued for a representative, elected parliamentary government, subject to laws interpreted by a well-trained judiciary that was independent of rulers and officials. But these were not democrats (not believed in universal adult suffrage) and believed that man of property should vote.
