Voters in the capital upset expectations of a high turnout -- early estimates after polls closed at 5:00 p.m. (1400 GMT) put turnout there at just 35 percent. Observers from across the political spectrum had expected voters to turn out in far greater numbers after the decision of the Christian opposition to participate in the elections. Turnout was higher in southern Lebanon -- early estimates after polls closed put it at 45 percent. A fourth and final phase is to be held in the eastern Bekaa Valley on June 14.
