ROBBERY SUSPECTS flee Arkansas State Police into Memphis - PIT Maneuver ends pursuit

On May 11, 2025, TFC Garrett Byrd (passenger/FTO) and I, Trp. Eli Thomas, were parked on the right shoulder of Interstate 55 southbound near the 1-mile marker, after conducting a traffic stop. I was notified by Trp. Wright that West Memphis Police Department had a BOLO for a blue Hyundai Elantra, due to its occupants being involved in a robbery committed in the city, bearing Arkansas license plate DV67403. I remained on the shoulder in the event the vehicle traveled in our direction, which was toward the Tennessee state line. I observed a blue Hyundai pass by, and I proceeded to approach the vehicle to verify the tags and confirm that the vehicle was the one involved in the robbery. As I caught up to the vehicle, it began to reach speeds over the posted speed limit of 45 miles per hour, before I initiated my lights or siren. A backseat passenger could be seen moving around through the back glass. After confirming the license plate, I activated the emergency equipment, and the vehicle continued traveling onto the bridge towards Tennessee, exceeding the speed limit past other motorists. Once it was safe, I performed a TVI (Tactical Vehicle Intervention) on the Elantra, but it continued fleeing into Tennessee. I continued to follow the Elantra into Memphis, Tennessee, waiting for a supervisor to advise whether to continue or terminate the pursuit. The Elantra reached speeds around 100 miles per hour as it continued to flee recklessly, southbound on Interstate 55. After receiving confirmation to forcibly stop the Elantra, I went in for a second TVI at the 9-mile marker in Memphis and the second one was successful, causing the Elantra to spin off of the road and hit the cable barrier in the median. The Elantra reentered the roadway, and the backseat occupant exited the vehicle and ran on foot, eastbound, crossing Interstate 55 northbound. The driver drove the Elantra to the right shoulder and stopped the vehicle. A black male exited the vehicle from the driver seat after receiving commands from TFC Byrd and I, and the driver was taken into custody and placed in the back of my patrol car. While I was holding cover on the Elantra, Trp. Wright arrived on scene and we cleared the Elantra together. The driver had a Kentucky License in his wallet, identifying him as Joe N Carter, of Paducah, Kentucky. Carter advised his reason for not stopping was that the passenger was holding him at gun point. Carter was advised he needed an ambulance and Memphis Fire Department was called to the scene. Carter showed to have a valid Kentucky Driver’s license. There was no insurance on file for the Elantra on the registration return. Memphis Police Department and West Memphis Police Department arrived on scene and went to the east of Interstate 55 to search for the occupant who fled on foot. They located a male in an abandoned house and he was taken into custody, as he matched the description. The male was identified as Phillip David Harris. After seeing the male, TFC Byrd and Trp. Wright also recognized him from a previous robbery and pursuit in Arkansas, and it was learned he had outstanding warrants. It was also advised that an air soft gun was located after Harris was detained. Memphis Police Department took over the custody of both suspects. Carter was transported to Regional One Medical Center by Memphis Fire Department. West Memphis and Memphis were left to investigate.
