The combined Board is now The New Jersey Board of Cosmetology & Hairstyling. The Board falls under the supervision of The Division of Consumer Affairs. Compliance inspectors for Salons, schools, and violations fall under The Department of Law & Public Safety. Their job is to assure safe and sanitary conditions for the delivery of services to the public. The Board's mission is to protect those persons of the general public who are direct recipients of services and to regulate that students receiving instruction at licensed schools of Cosmetology and Hairstyling is protected from unsafe, fraudulent deceptive practices. The Board consists of 11 members who are residents of the State and are appointed by the Governor with the advice and consent of the State Senate. Each seat will have a term of 3 years. No member may serve more than 2 consecutive terms in addition to any unexpired term to which he or she has been appointed. The seats will be filled as follows: 3 shall be public members • 1 shall be a State executive department member 6 shall hold practicing licenses issued by the Board and shall have been engaged in the practice of beauty culture, barbering or cosmetology, and hairstyling for at least 5 years 1 shall hold a Cosmetology teacher's license for at least 5 years The Board shall meet 6 times per year and may hold additional meetings as necessary Students A student must submit an application form to the Board of Cosmetology and Hairstyling in the State of New Jersey on three separate occasions: 1. Upon registration into a licensed school physical or doctor's signature is required. 2. Upon the accumulation of 600 hours in Cosmetology, 300 Hours in Skin Care, or 150 hours in Manicuring. The student will apply for a Student Permit as this marks the 1/2-way point in their respective programs. A physical and doctor's signature are required validating that no communicable diseases are present. The permit is valid while the student is attending school The Student Permit shall expire upon graduation or termination of the school course. 3. Upon Graduation and to apply for their examination. A physical and Doctor's signature is required again validating that no communicable diseases are present. Students who have attained 80% of their respective programs and completed all of the required subjects are eligible to register for their written exam at an offsite school with Prometric who is endorsed by the State Board of Cosmetology & Hairstyling. The required hours are as follows, Cosmetology 960, Skin Care 480, and Manicuring 240. Upon passing the written exam and completing the remainder of their required hours, the student shall submit proper paperwork and fees for their practical examination, temporary permit, and initial license to the Board. This Temporary Permit allows the student to engage in the practice of their program at a licensed shop while seeking licensure. This Temporary Permit will remain valid for 120 days and shall expire upon the receipt of their valid license. Only one Temporary Permit shall be issued. (See addendum) and allows them to perform services on paying clients both in the school student clinic or if employed in a licensed shop. License Application Applicants for all individual licenses must be: Of good moral character At least 17 years of age. Free of any communicable, contagious, or infectious disease. Pass a written exam administered by Prometric & a practical examination administered by the Board. Cosmetologist-Hairstylist - In addition to the above, you must: Provide proof of successful completion of high school or its equivalent.
