Stefan Dušan was born in 1308 and in 1346 transformed the Serbian kingdom into an empire, proclaiming himself Emperor of the Serbs. He is considered one of the most powerful rulers of the Balkans during the Middle Ages. During his reign, he took advantage of the weakening Byzantine Empire and significantly expanded Serbian territories. He conquered Macedonia, Epirus, Albania, and parts of Thrace, thereby establishing a vast empire in the Balkans. This expansion is regarded as a testament to his military and political skills. Dušan not only expanded his lands but also implemented profound reforms in state governance. One of his most important reforms was the publication of the “Dušan’s Code” in 1349 and 1354. These laws were among the most comprehensive legal regulations in the Balkans at the time, tailored to meet the needs of the feudal order. The code regulated the rights of different ethnic and religious groups, strengthened central authority, and ensured social order. These laws had a lasting impact on the legal systems of both the Serbian Empire and other states in the region. Stefan Dušan also took significant steps in the religious sphere by strengthening relations with the Orthodox Church. In 1346, he secured the independence of the Serbian Patriarchate, thereby combining religious authority with political power. This move increased unity within the empire and helped secure the acceptance of Serbian rule among Orthodox Christians in the region. Additionally, he supported cultural and artistic activities, contributing to the development of Serbian civilization. However, Stefan Dušan’s sudden death in 1355 destabilized the empire and led to its fragmentation. His successors struggled to maintain control over the vast territories, and the Serbian Empire began to decline shortly after. Nevertheless, the state structure and legal system he established remained influential in the Balkans for a long time.
