Acknowledgement of Quorum of the Transportation Policy Committee. 3. Safety Procedures. 4. Public Comment Period/Acknowledgement Opportunity for the public to comment on transportation planning activities. Action Required: None. 5. Approval of the December 16, 2025 Transportation Policy Committee Meeting Minutes Review and approval of the December 16, 2025 meeting minutes. Discussion: Review and approve meeting minutes. Action Required: Consider approval. Staff Recommendation: Approve. 6. Transportation Improvement Program (TIP), FY 2027–2030 Review and Take Action Regarding the Draft FY 2027–2030 Transportation Improvement Program (TIP). Discussion: The Transportation Advisory Committee conducted a public meeting and reviewed project submittals, rankings, and funding recommendations for the FY 2027–2030 Transportation Improvement Program. The TAC has forwarded its recommendation to the Transportation Policy Committee for consideration, including project prioritization and funding programming consistent with TxDOT guidance and federal fiscal constraint requirements. Action Required: Adopt the FY 2027–2030 Transportation Improvement Program. Staff Recommendation: Approve the FY 2027–2030 TIP as recommended by the Transportation Advisory Committee. 7. FY 2025 Annual Performance and Expenditure Report (APER) Review and Take Action on Resolution 2026-02 Approving the FY 2025 Annual Performance and Expenditure Report. Discussion: The FY 2025 Annual Performance and Expenditure Report documents Unified Planning Work Program activities, expenditures, and performance outcomes for the completed fiscal year, as required under 23 CFR 420.117. Action Required: Adopt Resolution 2026-02. Staff Recommendation: Approve the FY 2025 APER. 8. Performance Management (PM-1) Safety Targets Review and Take Action on Resolution 2026-01 Adopting the FY 2026 TxDOT PM-1 Safety Targets. Discussion: TxDOT has established statewide PM-1 safety performance targets pursuant to 23 CFR §490.207. The Transportation Advisory Committee reviewed these targets and recommended adoption by the Transportation Policy Committee for the LMPO planning area. Action Required: Adopt Resolution 2026-01. Staff Recommendation: Approve the FY 2026 PM-1 Safety Targets and authorize submittal to TxDOT Transportation Planning and Programming. 9. Reports
