This video shows how to remove the VSV (VSV for EGR) on the '96 - '00 Rav4. The VSV is in a hard to reach place: you can just disconnect the blue electrical connector and the two hoses and leave your old VSV where it is if you can't reach the bolt. You can then mount your new VSV in a different location on the firewall which is easier to reach. This videos shows how to remove the VSV and how to mount it to the new location.
