If you want the fastest scooter, the VERY first thing you need to get is a tachometer. A tachometer, or tach, monitors the engine speed/RPM. Scooter tuning is all about RPM regardless if you are tuning the engine or tuning the transmission. At $8 a piece on eBay, do yourself a big favor and buy one of these. The installation merely takes 3-5 minutes and knowing the RPM/engine performance will help you save lots of money and time in the long run.
