Reasonable Suspicion is a gut feeling that a police officer or you may have about something not being right. Probable Cause is more than that. It is actually facts or circumstances that will lead a reasonable person, particular a Police Officer to believe that a criminal act is about to occur, has occurred or in a process of occurring. Imagine this scenario, a police officer is patrolling a certain area and sees someone behind a set of apartments is forcing open a back window. Do you think it is a reasonable suspicion? It is actually a probable cause to believe that someone is committing a burglary and with that probable cause, he can effect an arrest. Imagine this, the same police officer sees two people fighting, and in a moment, there is an explosion, the gun goes off, one of the individuals lays down on the ground, the other individual flees holding a handgun. What is that? It is both Reasonable Suspicion but it reaches the level of being probable cause. It is probable cause for aggravated battery and perhaps even murder. Probable cause is not a gut feeling. It is something you could actually write down or when an officer writes down his observations. In a case of a felony, a witness has explained to him what transpired and that is what's used as a bases for an actual arrest.
