Project “For Each Roma to have a home"

The long-standing efforts of the Housing Center and the municipality of Odzaci to correct a historical injustice done to the Roma community in the new settlement of Bogojevo will soon become reality. The inhabitants of these isolated and substandard settlements will finally be able to live in accordance with the internationally recognized right to adequate housing. 34 Roma families with 106 inhabitants live In the New settlement in Bogojevo, and 34 of them are minors. The OSCE study "Assessment of the Situation in Informal Roma Settlements in Serbia" characterized the settlement as unsuitable for living and its displacement was recommended. The settlement is located in the flood area of the watercourse, on the land intended for intensive agricultural production, beyond the scope of the General Regulation Plan of Bogojevo. The area of the settlement is characterized with a high level of spatial segregation and disturbance of natural, ambient, functional and urban features suitable for residential/housing areas. Residential buildings in the settlement are of low quality, without basic infrastructure and do not fulfill basic conditions for housing. As a direct consequence of segregation and inadequate living conditions, 66% of adult residents are illiterate and 13% have incomplete primary education, no one is employed and all families live with social care assistance. The project is based on the mutual desire of the inhabitants of the settlement and local self-government Odžaci to move the settlement and to provide adequate living conditions. One of the basic approaches in the realization of the Project is participation of final beneficiaries in the planning of housing solutions, which includes consultations on proposed locations, discussions on eventual improvements to locations, information on the social housing system using apartments rights , maintenance of housing, communal hygiene, etc. The project will be implemented in accordance with the Strategy of Sustainable Housing Solutions for residents of the substandard New settlement in Bogojevo, prepared by the Housing Center and adopted by the Municipality of Odzaci on November 7, 2016.
