Lawsuit cites horrific living conditions in alleged DC 'slumlord empire'

D.C. Attorney General Brian L. Schwalb filed a civil lawsuit Thursday under the federal Racketeer Influenced and Corrupt Organizations Act, or RICO, aiming to dismantle what he calls a sprawling real estate fraud scheme. Officials said the lawsuit targets Ali “Sam” Razjooyan, his brother Eimon “Ray” Razjooyan, and their mother Houri Razjooyan. The Office of the Attorney General (OAG) alleges the family controls dozens of apartment buildings across the District, primarily in Wards 7 and 8.
