But the congestion on the roadways isn't the only thing changing this school year. Starting September 1, two new Texas laws will go into effect – one that bans cell phones (https://www.austinisd.org/announcemen...) during school hours and one (currently temporarily blocked (https://www.statesman.com/news/educat...) by a federal judge) that requires schools to display the Ten Commandments.
