SHAYKH UMAR VADILLO in IM1, 'IMARATE', Part 1 of 3, delivered on 3/2/2013. Part of this discourse is based on Chapter 15 of the book titled 'Ottoman Empire - The Golden Age' by Halil Inalcik. "Bring the institutions of Islam and you don't need 'Islamisation'. So this is the word I'm going to give to you and the people who may listen to us: 'Imarate'. This is the foundation. And when the Muslims today look to themselves and ask "what can we do?"..."How do we change society?", they are given a plan...but it doesn't work! It doesn't work, because there is no template that has any success in it. And what we want to present is a template that represents the Islamic model, at the heart of which is the Imarate as a principle of urban design, and urban design is the principle of trying to bring the future of the city into a more efficient way of functioning. In other words to elevate the condition of the people and to lift them up. And this is the concern of any local government, throughout the world: there is no foundation for urban design in an Islamic context that doesn't start with the Imarate. So here is a revolutionary idea: that the market place MUST be a waqf (property of Allah), just like the mosques. And following the tradition of the people of Medina, the amal of the ahl al-Madina, who created the first markets as a waqf to the Muslims, and the first receipt of these will be the elimination of all these monopolies. And our people who are in the streets in small tents and they call in our cities in little corners finding some food and selling some stuff - THESE people should be given the palace where to trade, which is the market place." — Shaykh Umar Vadillo, 3 February, 2013."
